The EU took a historic step when it became the first region in the world to pass comprehensive AI legislation in 2024

 

As policymakers everywhere look to Europe for guidance, WHO/ Europe latest report answers an important question: where do EU countries currently stand when it comes to AI for health?

The report, co-funded by EU Health and Food Safety, takes stock of the landscape across all 27 EU Member States, including policy, regulation, data strategies, workforce training, and stakeholder engagement.

The progress is clear:

  • 85% of EU countries have a cross-sectoral AI strategy
  • 67% have a health data strategy
  • 52% have distributed AI oversight across multiple agencies

 

But serious gaps remain:

  • Only 22% offer pre-service AI training for health workers
  • Just 7% have issued guidance on liability for AI in health
  • 22% have published practical ethics-by-design guidance for health AI systems
