Protecting children from violence: next steps for effective strategies

The Council of Europe (CoE), through its consecutive strategies on the rights of the child, has acted as the regional driver in the implementation of the recommendations of the United Nations Secretary General’s Study on Violence against Children prepared by Paulo Sérgio Pinheiro in 2006, and has supported the mandates of the Special Representative of the United Nations Secretary-General on Violence against Children and the United Nations Special Rapporteur on the Sale of Children, Child Prostitution and Child Pornography.
The actions of the CoE and of its member States have triggered a change of mindsets and can be accounted for through the adoption of numerous legal standards, the findings of its monitoring mechanisms, as well as the outcomes of its awareness-raising campaigns and initiatives.
